A new bill (pdf) discusses relief for webcasters scared by high royalty rates, but comes at quite a price. Check out the bill or this news.com article. If you don't care to read it, here's my summary.
Good news: Webcasting "is not an infringement of copyright"--if temporary copies are made only to facilitate music distribution and if the copies are stored only for a time that's necessary for the broadcast.
Bad news: If you tape the Simpsons and give it to your friend, you're infringing on copyright law.

Well, what if you own rights to store the MP3s, as in if you own the CD. I thought the royalty rates weren't based in the fact that you have the right to store them, but in the fact you don't have the right to broadcast them. Ah well, I'll look into it more.

The argument presented by the RIAA is that you do not in fact own the music, but are licensed for personal use. This bill would hypothetically extend that license to broadcasting. Provided you only use the copies for broadcast, not distribution.
