In an update to our earlier story about a "This Bike Is A Pipe Bomb" sticker causing a bomb scare, the student who placed the sticker on his bike has been charged with "inducing panic." If convicted Patrick K. Hanlin, the student in question, faces a possible penalty of 6 months in jail. Ohio University Dean of Students Terry Hogan is backing the authorities up on their choice of action:

It seems to me that a public seized by terror paranoia "induced the panic". I mean, honestly, how long did this kid have that sticker on his bike? This is quite disturbing. I guess I can see destroying his bike in the name of safety, but charging him? Did he threaten someone? Did he call the bike a bomb? Did he call the police on himself? This will get thrown out of court. What a row over nothing. Charges are only being brought as a smokescreen for the cops' incompetence. Who the hell screens vinyl stickers for their bombs? My first thought as the officer or any of his superiors would've been, "Hmm, I'm on a college campus where hippies and frat boys are constantly slapping fucked-up stickers all over everything. Perhaps I should Google this bizarre slogan on this professional-looking sticker before I call in the cavalry. It would be a shame to waste taxpayer dollars and end up looking foolish over nothing." While I understand where the authorities are coming from this is clearly nonsense. Within five minutes of talking to Patrick they should know that it was a band name and unless he was being difficult with them, then it should be written off. Maybe a warning to take the sticker off a bike as not to scare the hell out of people, but c'mon! I say the band tries to setup a benefit show as close as possible to the school. I don't blame campus security one bit for checking into the bike and making sure it wasn't a threat... they had no way of knowing that it was a band, and they wouldnt be doing their job if they ignored it. Here's what I wrote the Dean, with his response and my reply.
Dear Mr. Hogan-
Out here in California we're reading the news about your support for charging Mr. Hanlin at your college with 'inducing panic' because of a band sticker he put on his bicycle.
The band is a well-known one within the underground music scene. In hindsight, the university police force overreacted in destroying Mr. Hanlin's bicycle in the mistaken belief that a bomber would actually identify, with a vinyl sticker, an actual bomb.
Such confusion is somewhat understandable, but to compound the police's innocent mistake by trying to blame the victim is deplorable.
This case makes a laughingstock out of the good name of Ohio University. Please reconsider charging Mr. Hanlin and instead, take positive action by issuing an apology for destroying his bicycle and replacing it at the University's expense.

He was commenting only on the decision by the officers to evacuate the building and take the threat seriously. If you're angry at the decision to file charges, bring it up with the investigating officer or the city/county prosecutor. It sounds like the authorities made a mistake and didn't want to admit that they over-reacted to something as simple as a bike sticker. The poor kid lost his bike and he's getting punished because what American in a position of power would admit to using that amount of tax payers dollars on something as stupid as a potential bike bomb.
