I don't think this band would ever put out a cover record if this was the case.

Under USA copyright law, releaing a cover of a record does not require the copyright holder's assent so long as the party releasing the cover version pays the statutorily determined licensing fees and the new recording does not change the fundamnetal character or harmony of the song.

They do, and they're usually retarded tongue in cheek goofy covers.

It had a couple good ones....

There is a lot of crossover between punk and metal these days, especially with labels like Relapse being huge. I'm sure that you could find a lot of punk covers by metal bands if you look hard enough.

For example, I recently got a cassette from a black metal band called Malveillance, and half of the songs on it are Ramones covers. It's pretty sweet.
